I did the search In Saint Alexander’s parish in Suwalki. I am sending you what I have managed to find. The certificate is in Russian because these regions belonged to Russia then. I do not think that it is what you are looking for but in the year of 1890, there is not any certificate with the name of Jan Makowski.
The place Bartniki is situated not far from Lipsko in the Podlaski Voievodship, so maybe you could write to the parish in Lipsko and perhaps the parish priest will be willing to search for it.
